Amend KRS 186.576 to define "trained vision assessor"; amend KRS 186.577 to require vision testing for operator's license renewal; allow an applicant to be exempt from visual acuity and visual field testing at the time of application if he or she submits a vision testing form completed by a trained vision assessor; direct the Transportation Cabinet to promulgate administrative regulations to implement this section; require the Transportation Cabinet to designate trained vision assessors who may perform vision testing; permit the Transportation Cabinet
