Expands pretrial appeal by an attorney for the Commonwealth to include an appeal on the constitutionality of a ruling by a juvenile and domestic relations district court in a case in which a juvenile is to be tried for an offense that would be a felony if committed by an adult. The bill provides that such appeal shall be heard by the circuit court.
