Prohibits covered entities in the State from entering into contracts with drug manufacturers that limit the covered entities' use of contract pharmacies. Prohibits the collection, sale, or disclosure of any driver data that is obtained by a motor vehicle or other connected car service, feature, or application to any third-party without the explicit consent of the owner or lessee of the vehicle. Establishing that any provision of a consumer contract that sets a shorter period of time to bring an action under or on the consumer contract than is required under the law of the State at the time the contract is issued or delivered is void as against public policy; excluding certain entities from the application of the Act; providing that a violation of the Act is a violation of the Consumer Protection Act; and applying the Act prospectively.

Establishes the State's Hospital Price Transparency Act. Prohibits hospitals from taking certain debt collection actions against a patient if the hospital is not in compliance with hospital price transparency laws. Allows patients and patient guarantors to file suit against hospitals in violation. Requires hospitals to make public and post their Medicare reimbursement rates no later than 10/1/25 and deems violations as an unfair and deceptive act or practice. Requires the Department of Health to conduct performance assessments of hospitals for adherence

Consumer Protection - Right to Repair - Powered Wheelchairs [SB-382]
Requiring, in order to make repairs to powered wheelchairs, that a certain manufacturer make available certain documentation, parts, embedded software, firmware, and tools to a certain independent repair provider or owner of a powered wheelchair; providing that a violation of the Act constitutes an unfair, abusive, or deceptive trade practice subject to certain enforcement and penalty provisions; and applying the Act prospectively.

Prohibits any person from charging any fees on a transient accommodation or resort time share vacation interest, plan, or unit that were not disclosed before the time of purchase. Requires a person to clearly and conspicuously display a rate or price that includes all fees to be charged at the time of purchase in each advertisement for a transient accommodation or resort time share vacation interest, plan, or unit.
