Repeals provisions of the Code that permit any citizen, attorney for the Commonwealth, or city attorney to institute a proceeding for adjudication of the obscenity of a sold or commercially distributed book or motion picture in the circuit court of the city or county where the sale or commercial distribution of such book or motion picture occurs.
