Extends the tax credit for health insurance costs to eligible national defense or infrastructure workers. An eligible national defense or infrastructure worker is an individual who was employed in a critical industry as of January 31, 2020, filed for unemployment compensation after such date, and is covered by health insurance. This resolution requires the Office of the Secretary of the Senate to temporarily hold the salaries of Senators in escrow until the Senate has passed certain legislation that addresses the COVID-19 (i.e., coronavirus disease 2019) outbreak. The funds shall be held in escrow beginning on March 25, 2020, and ending on the earlier of (1) the date that the Senate passes COVID-19 relief legislation (i.e., legislation that the majority leader of the Senate determines appropriately addresses the COVID-19 outbreak); and (2) the last day of the 116th Congress.
