A person is ineligible for a reward if they are an officer or employee of a federal, state, local, or foreign government and furnish such information in the course of their official duties. Specifies that a federal banking agency may not request or order a depository institution to terminate a customer account unless (1) the agency has a valid reason for doing so, and (2) that reason is not based solely on reputation risk. Valid reasons for terminating an account include threats to national security and involvement in terrorist financing, including state sponsorship of terrorism. A federal banking agency requesting a termination must provide the depository institution with notification and justification.

To amend the Internal Revenue Code of 1986 to allow qualified education loan repayments from section 529 plans. This bill amends the Internal Revenue Code to allow qualified tuition programs (known as 529 plans) to be used to repay qualified education loans. The bill allows up to $10,000 in distributions from a 529 plan to be used to pay the principal or interest on a qualified education loan of the designated beneficiary or a sibling of the beneficiary.

Banking Transparency for Sanctioned Persons Act of 2018 (Sec. 2) This bill requires the Department of the Treasury to report semiannually on financial services provided to benefit a state sponsor of terrorism or specified sanctioned persons. (Sec. 3) Treasury may waive these reporting requirements with respect to a foreign financial institution if: the institution credibly assures Treasury that it will cease conducting transactions for such persons, or the waiver is important to the national interest.
