An entity receiving a grant must demonstrate that it has: (1) nationally recognized expertise in preventing and investigating emotional, physical, and sexual abuse in the athletic programs of these sports organizations;

The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Naismith Memorial Basketball Hall of Fame to fund an endowment for increased operations and educational programming.
