Asia-Pacific Economic Cooperation Business Travel Cards Act of 2017 This bill amends the Asia-Pacific Economic Cooperation Business Travel Cards Act of 2011 to permanently authorize the Asia-Pacific Economic Cooperation business travel card program. (The program, which provides persons who are engaged in Asia-Pacific Economic Cooperation business with expedited airport processing, is scheduled to end on September 30, 2018.)

Financial Institution Customer Protection Act of 2017 (Sec. 2) This bill specifies that a federal banking agency may not request or order a depository institution to terminate a customer account unless: (1) the agency has a valid reason for doing so, and (2) that reason is not based solely on reputation risk. Valid reasons for terminating an account include threats to national security and involvement in terrorist financing, including state sponsorship of terrorism. Miners Pension Protection Act This bill amends the Surface Mining Control and Reclamation Act of 1977 (SMCRA) to transfer certain funds to the 1974 United Mine Workers of America (UMWA) Pension Plan to provide pension benefits to retired coal miners and their families. The Department of the Treasury must transfer additional funds to the 1974 UMWA Pension Plan to pay pension benefits required under that plan if the amounts available for transfer under SMCRA's $490 million annual limit exceed the amounts required to be transferred for other purposes
