Applies certain small business subcontracting limitations to contracts that the Department of Veterans Affairs (VA) awards to a small business concern owned and controlled by a veteran or a veteran with a service-connected disability. The VA may award such a contract only after obtaining a certification from the offeror that it will comply with such subcontracting limitations if awarded the contract. Such certification shall specify the applicable performance requirements and explicitly acknowledge that the certification is subject to criminal penalties

Requires the Department of Veterans Affairs (VA) to complete a review of the deaths of all covered veterans who died from opioid overdoses during the five-year period preceding the enactment of this bill. Covered veterans are those who received VA hospital care or medical services during the five-year period preceding the death of the veteran. The VA shall report on the results of the review and make such report publicly available.

Revises the Edith Nourse Rogers STEM Scholarship program under the Post-9/11 GI Bill. Specifically, the bill removes a requirement that priority be given to certain eligible students and instead authorizes priority to be given to such students in fiscal years when funds are insufficient to provide scholarships to all eligible individuals. The bill specifies that receipt of such scholarship benefits does not count toward certain limitations that are placed on the period of assistance that is allowed under two or more programs.

Establishes a Department of Veterans Affairs presumption of service-connection for a veteran's injury or illness associated with a blast exposure during active military, naval, or air service in spite of there being no record of the injury or illness during a period of service. Under a presumption of service-connection, specific diseases or disabilities diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.
