Authorizes county land use decision-making authorities to amend district boundaries involving land areas greater than fifteen acres, except non important agricultural land or rural land areas greater than fifteen acres but no more than twenty-five acres if the land areas are proposed for reclassification to the urban district and at least sixty per cent of the land areas will be dedicated for the development of affordable housing. Authorizes county land use decision-making authorities to amend district boundaries involving lands greater than fifteen but no more than one hundred acres if a proposed project consists of housing units where 50 per cent of the housing units are priced at or below 140 per cent of the area median income and are occupied by the owner at all times.

Delays the reviews by the Auditor of tax exemptions, exclusions, credits, and deductions. Provides the Auditor with access to DOTAX records for the reviews and establishes confidentiality requirements concerning the data. Requires the reviews be made on a calendar year basis. Adds the organic foods production income tax credit to the schedule of review. Amends the review criteria regarding the legislative purpose of an exemption, exclusion, credit, or deduction to provide more discretion to the Auditor. (CD1)
