Improving Training for School Food Service Workers Act [HB-2651]
Adds requirements regarding the availability of training that the Department of Agriculture provides under current law for local food service personnel in schools. The training must be scheduled primarily during regular, paid working hours; offered in-person whenever appropriate; and incorporate hands-on training techniques. If the training is scheduled outside of working hours, food service personnel must be informed about the necessity of scheduling the program and compensated for attending the program. Requires the Agricultural Marketing Service (AMS) to purchase at least 75% of the agricultural commodities of the Food Purchase and Distribution Program from domestically owned enterprises if it is necessary to respond to trade damage from retaliation by foreign nations with respect to agricultural commodities. Cell-Cultured Meat and Poultry Regulation Act of 2019 [S.1056]
Requires the Department of Agriculture (USDA) and the Food and Drug Administration (FDA) to enter into a binding formal agreement regarding the authority of each agency to oversee cell-cultured meat and poultry. The agreement must require the FDA to (1) oversee cell collection, cell banks, and cell growth and differentiation; and (2) transition oversight authority of food products at the beginning of the cell harvest stage to USDA. After the transition, USDA must oversee the processing, preparation, packaging, and labeling of the food products.
