HB-145	Federal	CLEAN Act Citizen Legislature Anti-Corruption Reform Act This bill amends the Civil Service Retirement System (CSRS) and the Federal Employees' Retirement System (FERS) to exclude Members of Congress, except the Vice President, from further CSRS and FERS retirement coverage. The bill prohibits further government contributions or deductions from such Member's basic pay for deposit in the Treasury to the credit of the Civil Service Retirement and Disability Fund. Nothing in this bill shall: (1) be considered to nullify, modify, or otherwise affect any right, entitlement, or benefit under CSRS or FERS for any Member covering any period before enactment of this bill; or (2) affect the eligibility of a Member to participate in the Thrift Savings Plan (TSP) in accordance with otherwise applicable law. The bill requires that each bill, order, resolution, or vote submitted by Congress to the President be limited to one subject which shall be clearly expressed in the measure's or vote's title. Any provision of law that provides an exception in its application to a Member of Congress or an employee of such Member shall have no effect. Each state must conduct congressional redistricting, beginning with the decennial census conducted during 2020, using a redistricting plan developed by a nonpartisan independent redistricting commission (NIRC). After such redistricting, no state may use federal funds directly for election administration purposes unless it certifies to the Election Assistance Commission (EAC) that it conducts redistricting for its legislative districts using an NIRC redistricting plan. Each state must hold open primaries for elections for federal office. A state may not use any federal funds provided directly for election administration purposes unless it certifies to the EAC that it holds open primaries for elections for state and local office. HB-2431	Federal	Michael Davis, Jr. and Danny Oliver in Honor of State and Local Law Enforcement Act This bill amends the Immigration and Nationality Act and related federal law with respect to immigration law enforcement within the United States. The bill authorizes: (1) states and localities to enact and enforce criminal penalties for immigration violations; and (2) state and local law enforcement personnel to investigate, arrest, and transfer aliens to federal custody. The Department of Homeland Security (DHS) shall: (1) make grants to states and localities for equipment, technology, and facilities; (2) construct or acquire additional domestic detention facilities for aliens pending removal; and (3) expand to all states a program that provides for the identification and removal of detained criminal aliens. The bill provides for: (1) federal custody of inadmissible or deportable aliens upon state or local request, and (2) personal liability immunity for state or local personnel enforcing immigration laws. States and localities shall: (1) notify the federal government of inadmissible or removable aliens encountered by law enforcement personnel, and (2) comply with federal law enforcement information requests. Specified federal assistance is denied to a state or locality that prohibits cooperation with federal immigration enforcement. DHS shall: (1) authorize all deportation officers who have successfully completed basic immigration law enforcement training to exercise specified powers to arrest or to execute warrants for administrative and criminal arrests, and to carry firearms; (2) increase the number of ICE detention enforcement officers, deportation officers, and prosecutors; and (3) establish a pilot program for in-field electronic processing of documents, placing detainers, and collecting biometric identification data. In order to be eligible for membership on the commission, an individual must be a representative from: (1) nongovernmental organizations with expertise in the economy, energy, climate, or public health; or (2) industry organizations from relevant sectors. The bill also amends the Carl D. Perkins Career and Technical Education Act of 2006 to provide for: (1) state plans to include coding and computer programming instruction within the career and technical programs of study for which states receive assistance under that Act, and (2) the inclusion of coding and computer programming instruction within the federally assisted tech-prep programs that prepare participants in a career field by providing them with at least two years of secondary education followed by at least two years of postsecondary education or participation in an apprenticeship program. The Department of Education shall convene a task force to explore: (1) mechanisms for the development of draft curricula for elementary and secondary computer programming and coding education; (2) a mechanism to collect and share best elementary and secondary school computer programming and coding practices among educators; and (3) a national strategy to ensure competitiveness in emerging science, technology, engineering, and mathematics fields, such as computer programming and coding. The task force must establish an information portal that directs users to coordinated and systematic information on promoting coding and computer programming in elementary and secondary schools. The Department of the Interior must cooperate with the Department of Defense (DOD) to develop opportunities for the management of the federal lands under DOD jurisdiction that are included within the recreation area. The bill establishes the San Gabriel National Recreation Area Public Advisory Council and the San Gabriel National Recreation Area Partnership. Interior and the San Gabriel National Recreation Area Public Advisory Council shall create a comprehensive management plan for the recreation area. Interior shall develop an integrated visitor services plan for the recreation area and is authorized to construct visitor use facilities. The Department of Agriculture must modify the boundaries of the San Gabriel Mountains National Monument in California to include approximately 109,143 acres of additional, identified National Forest System lands and administer them as part of the monument. S.1001	Federal	Ambulatory Surgical Center Quality and Access Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to: (1) require the payment system for ambulatory surgical center (ASC) services to feature certain positive annual adjustments equivalent to those made with respect to hospital outpatient department (OPD) services; (2) revise quality reporting requirements to permit publicly available, side-by-side comparisons of quality measures for ASCs and OPDs in the same geographic area; and (3) require the Department of Health and Human Services (HHS), when excluding requested procedures from the list of those approved to be performed in ASCs, to cite specified reasons for doing so. With respect to excluding procedures from the approved list for ASCs, HHS may not cite as a basis for exclusion that a procedure can only be reported using an unlisted surgical procedure code. (Physicians sometimes use unlisted codes when performing new procedures or services if no existing code is adequately descriptive.) S.1010	Federal	Register of Copyrights Selection and Accountability Act of 2017 This bill amends federal copyright law to require the President, with the advice and consent of the Senate, to appoint a Register of Copyrights from a list of at least three individuals recommended by a panel composed of: the Speaker of the House of Representatives; the President pro tempore of the Senate; the majority and minority leaders of the House and the Senate; and the Librarian of Congress. (Currently, the Register of Copyrights is appointed by the Librarian of Congress.) To be eligible for appointment, the individual must be a U.S. citizen with a professional background and experience in copyright law and must be capable of identifying and supervising a chief information officer responsible for managing modern information technology systems. The bill limits the term of office for the Register of Copyrights to 10 years, but the individual may be reappointed subject to the same requirements established in this bill. The President may remove the Register of Copyrights from office and must notify both chambers of Congress of any such removal. Nothing in this bill may be construed to impact the mandatory deposit requirements under which owners of a copyright or of an exclusive right of publication must deposit in the U.S. Copyright Office two copies or phonorecords of works published in the United States for the use or disposition of the Library of Congress. HB-2259	Federal	Sam Farr and Nick Castle Peace Corps Reform Act of 2018 This bill increases the monthly pay rate for Peace Corps volunteers. The Peace Corps shall provide initial medical care to a former volunteer for a service-related condition for 180 days after termination of service, which period may be extended under specified circumstances. The bill grants the government jurisdiction over, and imposes penalties upon, persons who commit certain crimes outside of the United States against a volunteer. The Peace Corps Act is amended to authorize the designation of a position as a critical management support position if the position requires specialized technical or professional skills and knowledge of Peace Corps operations. The President shall ensure that each overseas post has appropriate medical services, including by detailing to such a post the licensed medical staff of other U.S. agencies. Each volunteer applicant shall be provided with information regarding crime and health risks and volunteer satisfaction with respect to the country in which the applicant has been invited to serve. The Office of Victim Advocacy in the Peace Corps headquarters is made permanent. The bill: (1) expands membership of the Sexual Assault Advisory Council, (2) requires at least one council member to have mental health field expertise, and (3) extends the council through October 1, 2023. HB-2261	Federal	Marine Oil Spill Prevention Act This bill address issues related to preventing and responding to oil spills. This bill amends the Gulf of Mexico Energy Security Act of 2006 to extend the moratorium on oil and gas leasing in certain areas in the Gulf of Mexico until June 30, 2027. This bill sets forth provisions concerning Coast Guard responsibilities, including designating areas that are at heightened risk of oil spills and implementing measures to ameliorate that risk. This bill amends the Oil Pollution Act of 1990 to establish a Gulf Coast Regional Citizens' Advisory Council to advise on facilities and tank vessels. This bill makes an owner of oil responsible for oil spill cleanup. Currently, owners of oil are only responsible if the oil is being transported in a single-hull vessel. This bill amends the Outer Continental Shelf Lands Act to permit the Coast Guard or the Department of Commerce to request a National Transportation Safety Board investigation of any accident occurring in the Outer Continental Shelf (OCS). Commerce must establish an inspection fee for OCS facilities for the cost of inspections of facilities and other duties. This bill requires a comprehensive review of the capacity of the National Oceanic and Atmospheric Administration (NOAA) to respond to oil spills. NOAA must develop and maintain oil spill trajectory modeling capability. The Coast Guard must evaluate and validate oil pollution containment and removal methods and technologies. NOAA must carry out long-term marine environment monitoring and research program for the Gulf of Mexico. The bill requires the Coast Guard to publish within 12 hours an Incident Action Plan in response to an oil spill. HB-2227	Federal	MGT Act Modernizing Government Technology Act of 2017 (Sec. 3) This bill authorizes each of specified agencies for which there are Chief Financial Officers to establish an information technology system modernization and working capital fund to: improve, retire, or replace existing information technology systems to enhance cybersecurity and to improve efficiency and effectiveness; transition legacy information technology systems to cloud computing and other innovative platforms and technologies; assist and support efforts to provide adequate, risk-based, and cost-effective information technology capabilities that address evolving threats to information security; and reimburse amounts transferred to the agency from the Technology Modernization Fund (established under this bill), with the approval of such agency's Chief Information Officer. Each agency shall prioritize amounts within such fund to be used initially for approved cost savings activities. (Sec. 4) The bill establishes a Technology Modernization Fund for technology related activities, to improve information technology, and to enhance cybersecurity across the federal government. The fund shall be administered by the Commissioner of the Technology Transformation Service of the General Services Administration in accordance with guidance issued by the Office of Management and Budget. The Commissioner shall: transfer amounts from the fund to an agency to improve, retire, or replace existing federal information technology systems to enhance cybersecurity and improve efficiency and effectiveness; use amounts in the fund for the development, operation, and procurement of information technology products, services, and acquisition vehicles to improve efficiency and cybersecurity; and use amounts in the fund to provide services or work performed in support of such activities. The bill establishes a Technology Modernization Board to: (1) evaluate proposals submitted by agencies for funding authorized under the fund; (2) make recommendations to the Commissioner to assist agencies in the further development and refinement of select modernization proposals; (3) monitor progress and performance in executing approved projects and, if necessary, recommend the suspension or termination of funding; and (4) monitor fund operating costs. The Commissioner shall support board activities and provide technical support to, and oversight of, agencies that receive transfers from the fund. HB-2246	Federal	Taxpayer Exposure Mitigation Act of 2017 This bill amends the National Flood Insurance Act of 1968 and the Flood Disaster Protection Act of 1973 to limit the required purchase of flood insurance in certain circumstances to only residential properties (currently, the requirement applies to all types of property). It also requires the Federal Emergency Management Agency (FEMA) to annually transfer a portion of the risk from the National Flood Insurance Program (NFIP) to private reinsurance or capital markets. The amount of transferred risk must be based on a probable maximum loss target for NFIP established by FEMA each fiscal year. The bill amends the Biggert-Waters Flood Insurance Reform Act of 2012 to require FEMA to establish standards for the development of alternative flood insurance rate maps by local and state governments. FEMA must consider recommendations made by the Technical Mapping Advisory Council when establishing these standards. FEMA must approve the use of these alternative maps under NFIP. HB-2200	Federal	Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2017 This bill authorizes local educational agencies to establish programs to educate children on the dangers of severe forms of trafficking in persons. Diplomatic or consular posts shall designate an employee to receive information from any person who was a victim of a severe form of trafficking in persons while in the United States. The Department of Health and Human Services may carry out a Human Trafficking Victims Reintegration Through Employment Program. Department of Justice (DOJ) victim services grants may be used for programs that provide trauma-informed care or long-term housing for: (1) youth transitioning from foster care, and (2) women or girls in underserved populations. Airlines that contract with the federal government shall provide personnel with training in recognizing human trafficking incidents. Federal Acquisition Institute curricula for the acquisition workforce shall include a course on the law relating to human trafficking and government contracting. The United States Advisory Council on Human Trafficking Council is extended to September 30, 2020. The bill sets forth agency actions to prevent funding of human trafficking. DOJ law enforcement grants may be used to designate at least one prosecutor for cases of severe forms of trafficking in persons. Civil damages awarded in an action brought for slavery or trafficking in persons are excluded from gross income. The Secretary of the Treasury and the United States Trade Representative are included in the Interagency Task Force to Monitor and Combat Trafficking. The bill provides for transparency in U.S. Agency for International Development anti-trafficking expenditures. The bill authorizes appropriations through FY2021 for: (1) specified anti-trafficking programs and entities, and (2) U.S. Customs and Border Protection for on-site anti-trafficking training for airport and airline personnel.
