Prohibits more than $2,500 from being made available in each fiscal year for official representation and entertainment expenses for foreign dignitaries. Requires the Chairman of the Conference to: (1) submit an annual report to the President and Congress on the progress and activities of the Conference, including a description of all current and proposed future projects;
