S. 2683 - Child Care Protection Improvement Act of 2020

This bill establishes a task force called the Interagency Task Force for Child Safety to help States implement hiring requirements for child care staff in order to improve child safety. The task force will identify best practices and provide technical assistance to Federal and State agencies in fully implementing the requirements of section 658H(b) of the Child Care and Development Block Grant Act of 1990.

Task Force Composition

The President will appoint the members of the Task Force, who will consist of only Federal officers and employees. This includes the Director of the Office of Child Care, the Associate Commissioner of the Children’s Bureau, and the Director of the Federal Bureau of Investigation. Other Federal officers and employees may also be appointed.

Chairperson

The Assistant Secretary of the Administration for Children and Families of the Department of Health and Human Services will serve as the chairperson of the Task Force.

Consultation

The Task Force will consult with representatives from State child care agencies, State child protective services, State criminal justice agencies, child care service providers, and other relevant stakeholders. The goal of the consultation is to identify problems in implementing the requirements of section 658H(b) and propose solutions.

Task Force Duties

The Task Force has two main duties:

Develop recommendations to improve implementation of section 658H(b), including how the Task Force and member agencies will collaborate and coordinate efforts.
Identify best practices and evaluate technical assistance to help Federal and State agencies implement section 658H(b). This includes analyzing available research, listing State agencies not responding to interstate requests, analyzing processing times, identifying fees associated with requests, and listing participating States in the National Fingerprint File program.

Meetings and Final Report

The Task Force will hold its first meeting within 3 months of enactment. Within 1 year of the first meeting, the Task Force will submit a final report to the Secretary of Health and Human Services, the Senate Committee on Health, Education, Labor, and Pensions, and the House Committee on Education and Labor. This report will contain all recommendations from the Task Force and provide information on Task Force members and consultations.

Members of the Task Force will serve without additional compensation, and the Federal Advisory Committee Act will not apply to the Task Force. The Task Force will terminate 1 year after submitting its final report.
